1.选A,答案错了,如果是C的话,搭配应该是had been to,而且这里就只能用过去进行时,因为强调是在“地震的那一刻”
2.这里特殊情况,不能用前置的,因为the number of____,必须紧跟填搭配合适的名词people

如你所说,选C也勉强可以说通,但是这里上下文的意思是“那个看见车掉进河里的年轻人报了警”,强调看见过程.
