1.不能 ,see sb doing sth 表示动作正在发生（此句中表示过去看时正在跳舞）
2.可以.非谓语动词作真正的主语.你可以改成：To talk with foreigners/Talking with foreigners is the best way to improve English .
3.doesn't come 在有if的条件状语从句中用一般现在时表示将要发生.
4.either 句子表否定时用either 肯定时用too .
1 不行, 因为这里指看的动作,而不是完成的状态
